Deterministic PCIe Diagnostics for GPUs on Linux

Deterministic GPU PCIe link and bandwidth diagnostic using observable hardware data (NVML + CUDA memcpy). I built a small Linux tool to deterministically verify GPU PCIe link health and bandwidth.
